In Windows 8 i get 1.8 kbps
In Mac OSX i get 250+ kpbs

this was the obvious answer but the fact that all he's getting is 250kbps without ports blocks shows that it's hopeless anyway
the VM I use for downloading torrents only has 256MB...

it sounds to me like a problem with the ethernet cable itself. unplug it and blow on it and the ethernet port to loosen up any lint clogged. lint is blocking the data trying to get through

no, he needs to forward the torrent ports to his win 8 box on his router and whitelist them in the windows firewall

you don't need to remove their access to the internet, you only need to forward the 10 or so ports that bittorrent uses. If the other user is also using bittorrent they can configure their client to use 10 different ports and you can forward those to the other box.
When you set up a web page you forward port 80 to the machine it's hosted on, same concept.

Ok, what now?
Step 1 - Check the uTorrent settings to find out what range of ports it's using (probably somewhere in the 8000's)
Step 2 - Find your router on portforward.com and follow their instructions
Step 3 - Verify your status is not 'blocked' or 'firewalled', I don't use uTorrent so I don't know how to find it in there but it shouldn't be hard to figure out. Also you should see 'DHT OK' or something like that somewhere
I got working and my port is checked says it's open, so no changes for bandwidth speed
It's still going to depend on the seeders and your own internet speed and frankly if you had upnp enabled it was probably forwarded all along but upnp is a stupid and dangerous thing and now you've configured it properly
