The PS4 version of BF4 looks like an HD version the PS3 and 360 version.
The PC version looks amazing compared to it.

If I had to estimate BF4 on PS4 is around low-med PC settings.

It's going to vary from game to game, some will look a little bit better and some will look a lot better. All game are capable of having better image quality on a PC. The aliasing alone on consoles is a deal breaker for me (unless it's a console exclusive).
